What to do if someone has parked in your stall
Access Cards for Parking
Only one vehicle is able to enter or exit through the gates/doors at a time after an access card is used. The gates and doors must finish cycling and go down after each vehicle goes past before the next card can be used and the next vehicle is allowed to pass through.
The Building Commission is not responsible for damage to your vehicle if after review of the video and computerized access systems it has been determined that damage was caused by operator error. Additionally, if the gate or parking system is damaged because of misuse of the system, you may be billed for repairs. Please pay attention to the timing of the use of your card as it relates to the vehicle in front of you and the cycling of the gates and doors.

Use of Parking Garages After Normal Business Hours
People parking in the following levels are allowed to use the parking garages after normal business hours:
- B-Level
- A-Level
- 1910 Harney Street garage monthly parkers
Exception: If the 1910 Harney Street garage is being used for event parking on an evening or weekend, every parker using that garage will be required to pay the $5.00 event-parking fee.
B-Level and A-Level parkers will need to use their cards at the upper reader to the entrance of the garage to get the door to open. You will also need to use your card to exit the garage.
Parkers using the 1910 Harney Street garage will use their card at the exterior reader at the east entrance lane to enter the garage if the grid door is down. If the grids are open, just use your card as usual to enter. You will need to use your card again at the exit. If you are coming into the building through the underground passageway, you can open the right-hand door by entering your permit number followed by the pound sign (#) into the keypad located on the left wall by the right-hand door. The number on the back of your access card is your permit number.

B-Level Parking
The B-Level parking garage is assigned to employees only. The garage is divided between the City and the County based on the ratio of assigned space in the facilities.

City Employees
City employees are assigned B-Level parking through their department heads. Each department is allotted a certain number of spaces as determined by the Mayor's Office. The B-Level parking administrator for City employees is David Dover in the Mayors Office and he can be reached by calling 402-444-5039.

County Employees
County employees are assigned B-Level parking through their department heads. Each department is allotted a certain number of spaces as determined by the Chief Administrative Officer to the County Board. The B-Level parking administrator for County employees is Kathleen Kelley and she can be reached by calling the Administrative Office of the Douglas County Board of Commissioners at 402-444-7025.

Employee Identification Required
It is required that you show your employee photo identification card to the security guard whenever entering the A or B Level garages. When entering after the normal business hours of the building, you will be allowed to gain access to your parking stall by using your access card at the upper gate reader to open the door. You will also need to use your card to open the exit door when leaving.
For your protection, when working in the facility after normal business hours, please sign in at the security kiosk on Farnam Level of the Civic Center before proceeding to your office.

Purchasing Employee Monthly Parking Permits
Monthly parking permits are sold to City, County and State employees in both the A-Level garage and the 1910 Harney Street garage.
To park in either facility, please call the Building Commission Office at 402-444-5345. There is an extensive waiting list for A-Level and may be a waiting list for the 1910 Harney Street garage. When a space becomes available, we will call you and ask that you come to our office to pay for the first month's parking, go over the procedures, get your stall assignment, and pick up your access card.

What to do if someone has parked in your stall
Employees who park in the B-Level, A-Level or the 1910 Harney Street garages are required to park in their assigned stalls. Failure to do so could result in receiving a parking ticket and/or having your parking privileges revoked. If someone is in your assigned stall, you should not park in another person's reserved stall.
If your stall is occupied, please write down the license plate number and description of the car and do the following:
- 1910 Harney Garage: Park in an unreserved, public parking stall located on the first three floors of the parking garage and immediately call the Building Commission Office to tell us where you parked and give us the information regarding the vehicle in your stall.
- A & B Levels: Exit the garage and park in the 1910 Harney Street garage in an unreserved stall. Immediately call the Building Commission Office to tell us where you parked and give us the information regarding the vehicle in your stall. You will need to bring the ticket you received from the ticket dispenser at the garage entrance to the Building Commission Office so that we can make a notation on it to our cashier to let you exit without paying a fee. You must present that ticket to the cashier in order to exit.
